Bernhard Willem Holtrop, simply called Willem, is a Dutch satirical cartoonist, born on April 2, 1941 in Ermelo. He has lived in France since 1968.

Willem is Dutch, he arrived in France in 1967 and participated in the birth of Hara-Kiri then that of Charlie Hebdo. He draws for L’Echo des savanes, Passage, Politis, Phosphore, Métal hurlant, Rouge, Siné Massacre, Télérama and is known for his scathing drawings. Already in 1966, he drew Queen Juliana as a prostitute in the Netherlands, which earned him the seizure of the satirical newspaper he founded. He won the Grand Prix de l’humour vache 1996 at the Salon international du dessin de presse et d’humour.
