Albert Speer (1905-1981) was a German architect and statesman, minister of the Third Reich and close to Hitler. His qualities as an architect made him influential in the party. Hitler asked him to come up with plans to rebuild Berlin with huge buildings, wide avenues and a new transportation network.

The municipality of Berlin, responding to the request of the German government, is proposing a plan for organizing the city with a view to resolving the question of housing and traffic.
The author analyzes the urban plan and construction projects developed by Albert Speer between 1937 and 1943 which were to make Berlin the equal of Paris.
